One Charged with Kidnapping

On December 15, 2022, officers with Investigation Services and Patrol Services charged 36-year-old Vincent Belair of Timmins with kidnapping.
On December 14, 2022, around 9:00 p.m. the victim exited a City Transit bus on Wellington Street East near Pim Street, when the accused struck them and forced them into the accused's residence in the 700 block of Wellington Street East. While at the residence, the victim was assaulted by the accused.
On December 15, 2022, the victim was able to escape the accused and contact police. Officers responded and the accused was arrested. A subsequent search found the accused to be in possession of pepper spray and a quantity of a substance believed to be fentanyl.
The accused is charged with,
- Kidnapping
- Assault
- Uttering Threats
- Possession of a Controlled Substance
- Unauthorized Possession of a Prohibited Device
- Breach of Probation – Failing to Keep the Peace and be of Good Behaviour
- Breach of Judicial Release Order – Not to Possess Weapons
- Possession of a Prohibited Device
The accused was held in custody pending a bail hearing.
During the investigation, officers discovered the accused has only been in the community for three or four days and prior to the incident, did not know the victim.
